Why is it that there is no money to give a small cost of living increase to employees but there is plenty money to hire an outside company to redo the landscaping infront of ECISD maint. a couple of times each year.

There could be several reasons. Two that I know of are that the cost of living did not increase. I would suspect that a school district makes that determination by checking with the labor board. The second reason would be that the employees do not show up enmasse at the school board meeting when they set the budget for the upcoming year. That's what a union would do. Why not do it on their own?
The board had probably budgeted for landscaping. Maybe because no one showed up to lobby for a cola increase. The squeaky wheel gets the grease, as they say.

Normally you would hear the response from the board - "..we had a budget surplus so we ....." You will never hear "...we had a budget surplus so we decided to leave it in the bank and draw interest. You never know what next year will bring."
Now which sounds more sensible to you taxpayers?

I agree but the only thing that a surplus means is that we are being over taxed.
