I just read the letter to the editor in the Journal Spectator about an ag exemption. To me it seemed to indicate that the Wharton County CAD is another one of those arrogant bureaucracies we hear so much about. The writer was told by the CAD that they could not do anything about the 2011 taxes but they could take care of the 2012. BULL poopy! All it would take would be a junior level clerk typist about 10 minutes to correct the record and re-send a corrected 2011 tax bill. When letters like this appear in a local paper, the citizenry should go stand on the courthouse square and scream to high heavens about the injustice.

The CAD is out of control.. ! nobody want to be involved.. ! those who are suppose to control the CAD have just washed their hands and they do what they want.. !

Well, we had a similar situation in Harris County. You might have heard. What it takes is a concentrated letter to the editor program. There has to be enough letters every issue. People telling their stories about their dealings with the head of the CAD. You have to make that person, no matter how much you might like that person or how nice a person that person is, a downright demon from hell. And you have to let it be known in each and every one of those letters that those elected officials that support that demon will be voted out of office if they do not bring that demon under control or dismiss that demon. If you need evidence of how well that works, just look up ex-Harris County Tax Assessor Bettencourt.
But the deal is that it has to be a massive, steady and blistering write-in campaign. Not just a week or two of one letter a week. It must last until the powers that be take the action you want taken. If you do that, you will get your way.

Baldy - what you don't realize is that the system is reversed in Wharton County. Taxing agencies turn in their budgets to the CAD and the Cad then know just how much the property must be appraised for and taxes collected so that every agency has their money. Other counties and the CAD tell the agencies just how much they will get and thus - they have a budget. If any changes are made - like a change in exemptions - someone will not get their full budget and problems will develop. Like the city of EC buying Tahoes as police cars instead of the more economical sedans. See the police need those high-powered SUVs for their high-speed chases of the bad guys. There hasn't been a high-speed chase in EC for the past nine years.

it is bad news in Wharton County.. ! if you talk to any one of the three ( county , city or school ) boards they will not even talk about it.. ? as long as the CAD gives them the money they want.. ! its hands off...?
Stumpy is right .. ! the CAD runs the Boards.. ! they are all spending money like its going out of style.. !

Then you make the boards the demons! You have to attack the demons. Read Saul Alinsky's book "Rules for Radicals". It works for both sides and for every situation. Alinsky was a very smart man. He just used his tactics for things most of us would disagree with, but they work regardless. It's the simple process of seeing an injustice, bringing it to the public's attention, making the perpetrator a demon and then bringing massive pressure to bear upon the demon to change their ways. And he had some brilliant ways to bring people around to his way of thinking. Let me give you an example.
The rich folks were denying the poor folks, black folks in this instance, a place at the table on some negotiations about some issue. So, Alinsky gathered up a group of poor folks and they went around and took enough donations to buy 200 or so tickets to a special performance of some opera. On the day of the opera all of those ticket holders had a feast of baked beans. Well, they went to the opera and literally stunk up the place. Alinsky then let it be known that unless they were allowed a place at the negotiation table, they would repeat the performance at every event where the elite meet. They got their way.
I had never heard of Saul Alinsky until the ring leader that led the charge in Harris County said she learned her methods from reading Saul Alinsky. Apparently so did Obummer. But, if it works, why not use it. The letter to the editor campaign is a pretty easy way to get things going because it doesn't take hardly any effort. It just has to be an organized effort with lots of participants.

A little side note for Baldy - The CAD leader - Ms. Gamble - does not even own property in Wharton County! Why - I wonder? Could the taxes be too high? Plus - there is no training for any of the board members of the CAD. The stock answer to any question about valuation is "We don't care!!"
